The progressiveness is not going to help you with your popping. That is for how much of a delay on your throttle body opening and closing compared to the throttle position.

Got it taken care of and posting this for anyone who is looking for a fix. I'm not saying it's the right or wrong way just how I fixed the popping on decel on my bike.
Lowered AFR table in the first column form 750-3000rpm to 13.2 and progressively added .2 to .4 to the VE tables in the first column in the same rpm range.
