Need a longer straight edge to go across the tops of both pulleys fully. How thick a washer went in behind the rotor ?

Ok, I see what you mean.

From the straight edge to the inside of the pully = 1/4"

If I remove this I measure 3/16"

I have 5/8" of the spline showing, does that seem right?

Have you tried putting the nut on, torquing it down and then measuring?

You need a 91-up rotor that has no built in washer...all the aftermarket rotors have the washer separate so you can use it or not.

I'm still thinking an extra washer may have gotten installed behind the rotor, you need that lip on the front or that thin lipped inside belt guide gets crushed outa shape.

I never used the inside belt guide, the rotor works fine...loosing that "made-on" washer will move it exactly 1/4"

I did use the inner belt guide which is usually flat and 16 gauge, not really enough to make that much of a difference. To set the Rotor i usually use a vernier caliper to measure how far the stator sticks out then add a .020" shim..

Tom, where did you get the idler bearing for the belt... I could use one of them...
