My 09 Heritage passing lamps are getting a bit foggy.

The "fog" is inside the lens and I'm not sure how if possible I can clean them up.
If you look at the attached pic you can see where I ran a "q-tip" on the inside of the lens.

I'm looking for opinions on how I may be able to clean them up or a reasonable replacement lens.

I don't do much night driving so I feel the stock lights are fine, however if an upgrade cost is not that much more I'm game.
