Stock wheel and fender on the front of my NT were offset. I put a fat boy wheel on it with a RSD fork brace, still offset. Lines up perfect with the caliper and rides straight, so no worries.
There you go OP. I wouldn't change the spacer on the wheel dude, if you do then you're gonna have to start messing with spacing the caliper and or the brake rotor.
Center that fender on the wheel using your own spacers and ride off into the sunset.
That is a fixed caliper. If your wheel spins with a slight rub on the rotor, then you CANNOT change the spacers. If you wheel doesn't spin with a slight rub on the rotor (i.e. doesn't spin at all) then your spacers are backwards.
You may have an improperly laced wheel OR you may have the wrong hub for your bike.
A shop manual states the amount of offset the rim is supposed to have which you can measure from each face of the hub with the wheel in a truing stand.
