Check the "fall-away" and when you replaced the bearings in the neck did you replace the races? my buddies train had an similar issue, he replaced the bearing and still had the issue. Then we pulled it apart and the race had a little nipple in it, replaced the race and problem solved.
Was a combination of fall away, and not enough grease in the neck. Got it sorted out.
Glad you got it fixed; do you recall what the steering stem nut was torqued to? The service manual says 35 ft lbs but in searching around on here there was a revision that upped the spec to 100 ft lbs. I set mine to 75 to be on the safe side.
