I just thought it was a rattle coming from the windshield mounts.
Thanks for a response.
My '08 has done this since I bought it 2 years and 10k miles ago. kind of a squeaky rattle, most noticeable at lower speeds going over small sharp bumps like rail road tracks.

My springer had that wobble, my rear wheel was off 1/4", was just back from the dealer, They dont touch it anymore. If it tracks straight it probably isnt that.
Also I get a little wobble in cross wind with my windscreen on but not anything bad, also on groove cut concrete it will do that.
Like said above start at one place and make a check list.

By chance did you check the tightness of the front gas tank bolt? This is a common problem. I had the same clunk every time I hit a bump, rail road track, etc. One day while sitting on the bike I grabbed the front of the tank and it it moved. Tightened the front tank bolt and never heard the clunk again.

Just to chime in with the same issue I had when I first bought the bike. Mine is a 92' FXSTC and every piece of hardware has been changed out to new. Do you have a fork brace? What is the weight of the fork oil? Most of all, have you thought about putting Gold Emulators in the front fork tubes? I did and I'll just say that if I wasn't lowered, the corners would be mine right behind those crotch rockets! No more wobbles and they are easy to install!

When I had the Dunlap's on it (from the factory), it was awful I had to hang on tight for any small cracks in the road, unevenness just awful. I switched to Commanders now I can ride the highway and go over a crack even wit hands off (just a test). Now i get to relax and enjoy the ride.
