3.take out two bolts on each side
4.standing behind the bike grab the fender by the struts and slide the entire thing forward 3/4 inch and then pull straight up.

Got it off. Stripped the inside bolts. Said screw it and brought it to HD to have them finish the job. They said the locktite on those inside bolts are stupid strong and people do that all the time because you need to heat it up first. Thanks for checking in though!
