Default Riser space normal?

06 Springer Classic. I am in the process of relocating the front turn signals and that's when I noticed the space underneath the riser. Just making sure if this is normal?

It looks like my '01. I was a bit concerned until I saw your post---unless both of our's are defective.

The service manual doesn't specify the gap. I'm assuming it's the allowance for the rubber bushings to move a little.
