Default Springer ape riser bushings

I am installing my gooden tite riser bushings on my springer and have a question the manual says to torque the rigid fork leg stud to 65 #s do you use any locktite and the lock nut to 25#s which is a bolt using the good n tite bushings so any locktite on that one. Thanks and also I noticed that the grounding spring is gone do I need that if I am relocating the signals to the forks. Thanks again[align=right]
