Here the procedure from the manual for a springer heritage - if you got the FX version, is should be similar.
Is from a later year, but should be same for you year.
If you have a problem removing the fender hub caps (labeled 1 and 25 on the drawing), they just unscrew. You can use a piece of rubber inner tyre to get a better grip. If they have not been removed for a while they can get stuck.

Use a rubber strap wrench like this. Should be able to find them at Lowes, HomeDepot, Sears, and probably auto parts stores if you don't have a Harbor Freight close by.

They may be difficult to remove. When you put them back on, clean up any corrosion and dirt and put anti-seize on the threads.
