2018 fat bob muffler question

I know this is a very old thread, but I have a question to pose regarding the subject, hopefully someone can answer it.
I have a 2018 Fat Bob with the M8 107 for reference. I understand for a stage 1 upgrade, you need software modifications ie a tuner. As I understand it, you need the tuner to take advantage of the increased airflow and match the fuel flow accordingly. Having said all of that, does knocking out this plug in the muffler cause enough airflow change that a tuner is needed? Or only if I also add a higher flow air cleaner would I need a tuner for my bike? I understand that flow has to come in the front go thru the engine and go out the back, the entire path, so I would assume if only one part of the equation is changed and you still have a restriction on one end, then its a moot point. Can someone clarify this for me?
