Should I remove these two bolts so that the seat rests on the fender instead of the bolts? Do these bolts hold anything else on under the fender?
Part Number 52000290 for my new 2018 FLHC and need to know if I should remove the bolts that had held down the driver seat? I don't know if they are holding anything else on and I am wondering if them sticking up is making the seat sit at a weird angle. Thanks!

Mine does not have a nut on top of those plastic washers.
I have looked at others on the showroom floor and none of them have those nuts. They would indeed raise the back of the seat.
The washers provide some friction to the bolt so the strap with attached bolts doesn’t fall through the fender when you have the seat off....
When you are placing the seat on be careful to line up the holes with the bolts so you don’t push them through the washers.
The bolts are only on a metal strap and don’t hold anything else. If your seat doesn’t use them to mount, yes you can remove them. I removed them when having the new paint protection film applied to my back fender.
