Same here as I sometimes commute with dress slacks on and they slowly turn into bermuda shorts. Not high tech answer either...rubber bands and they go into your pocket easily for ride home. Tried velcro straps but they slip down. Suppose hem could go into socks......John
I saw in the J&P Cycles catalog they have stirrups you can buy that hook to one side of your pants then go under your boot to hook on the other side of your pants. I think they were about $20. I was thinking about getting a pair because my pants riding up annoys the crap outta me. The part that clips onto your pants comes in different designs too.
My boot cut jeans ride up to look like Capri's (so says the wife) when I'm using the Mustache engine guard highway pegs over 50+ mph. I'm not self-conscious so it doesn't bother me - and it virtually eliminates crotch-sweat.
I wear a product called half chaps from Road Knight Online. They look cool and are easy on and off. They actally help keep engine heat away from your legs, and serve in keeping the road grime and bugs off your pants. You can also get different styles of conchos, no conchos, and FREE shipping to boot (pun intended)! http://roadknightonline.com/chaps.htm

Interesting.....
I've seen people wearing these before, but was never sure where they got them...
