Throttle sensor issues?

hello, my 02, train started to have bad hiccups and go very high on idle, stops with full throttle. Engine light is showing. I started to think that it was water in the fuel. But found this when I was looking. Any idea what exactly it is, and is it a part of my problem? (Look at picture)

First thing to do is get the code out of it. Go on youtube and search how you get the codes out of the ecm using the odometer display. Don't buy anything till you get that code.
