Just a crazy thought … does pressing the trip reset switch change anything? I looked at the wiring diagram for a 1998 FLHR and it looks like the speedometer and the speedometer lights would all get power thru the Orange/White stripe wire. A Black wire for ground, White/Green from speedo to turn signal module (for self cancelling signals) and a Black/Yellow for the Check Engine Light. The VSS should get power from the spedo - Red, ground - Black, sensor output - White.

If I'm following the schematic correctly the power comes in on the O/W.
This also feeds the lights. So if the lights work and you have no power on the red to
the speed sensor the problem's IN the speedometer.
