I'm not sure what it looks like under the fender light or how many holes there are but is there any kind of indent behind the light? That may deter you from doing it all together.
The only decent option without replacing the fender would be to find some kind of plugs (yes, I know that was your original question) and have them painted to match the fender color. Even then it may look a bit out of place on the Front Fender...
Remove the light, wire brush the paint off around the holes, heat it up with a torch and use a brazing rod to fill holes then send to paint shop. No kit required.
The chrome rail kit will cover it , That’s what I did, old pic the Heritage script is gone so is the hub cover and it now has chrome lowers, and brake caliper

Thinking about that or the lens covers....
In the mean time, I played with the rear end some. I had the light bar on it before so I installed the factory plate mount (had from my road glide) and covered the ones for the Herritage mount with a Bar and shield nedillian I had laying arouns in the garage. Had to keep the tip/light on since it did’t cover the holes compleatly.
