First Lube Need Some Advice

Default First Lube Need Some Advice
Not new to mechanics but new to this 2000 FLSTC.
Primary case capacity in the owners manual is 26 oz approximate, service manual has 26 oz
both with the bike vertical and the level ay the bottom of the clutch. I’ve done all that and 28 oz don’t get it to where I think it should be
any help

Just put the entire quart in...Been doing that for years

I put 0.8 quarts last year in my 2002 Fatboy as that came out. Has workes great so far!
