The FatBoy isn't a special model, it's just a softail frame with certain components bolted on...
There are a few aftermarket, as well as different OEM options for forward pegs, instead of footboards, for a softail frame...
This pic from a 2008 HD online parts site, shows you some OEM options... you just need to buy the parts and change the mounting brackets.....
It's not rocket science, pretty easy actually.. I changed a softail Springer from it's single foot shift lever, to a heel/ toe lever system from a Heritage, because I like the heel/toe shifter... all bolt on parts..
In your case, I suspect you will need to change left mount #9 for #10 and right mount #12 for #13... then you have your choice of two footpeg styles to choose from..
