steering nut fall away or torque specs?
Then try it in the race. Fill for any imperfections and make sure it does not rock. I assume that is stains in the race. It appears to be maybe wear. Maybe like someone tied it down hard and trailered it a long way. That can damage bearings. Especially on bike trailers designed to use bike shocks and the trailer has no springs.
Be sure to use wheel bearing grease. I use trailer since it's more waterproof. Pack the race properly. Put a walnut sice ball in your palm. Then walk the big side of the bearing going down on it. Keep rotating till it comes out other side and fills it completely.

This is what i found when I pulled front end apart looking for a bad seal.
Bearings repacked and going back together.
As far as I've gotten so far.
It has been a learning experience for me. Now then I just got to get it finished. Thanks for the help so far.
