I'm missing the piece on the extreme left of this image; so I haven't got anywhere to secure this piece at the front.
This also doesn't look like a separate part on the parts drawing. I make have to fabricate something....

I have these covers and the HW. They are chrome, IIRC. I will check in the garage today what they look like and hopefully send you a picture soon. Hopefully we can get your problem resolved to satisfaction.

RESOLVED!
The acorn nut (item 5) had been replaced by a left hand thread acorn by the original owner, so the whole assembly was loose and couldn't never be tightened.
Stripped bolt replaced, new acorn fitted - sorted.
The front of the lower guard doesn't have a mount to the swingarm, it doesn't need one - everything's tight now.

Also:
- no idea what the hole in the plastic part was for, I guess the original owner knew something that the rest of us didn't.
- the chrome and plastic parts were incorrectly mounted, sorted - now the rub on the sprocket has gone too.

Gotta love Original Owners!
