I'm 5'5" I went with 12.5" bars. I think with your height 16's would probably be just about right for you. I asked a few total strangers if I could sit on their bikes because I was thinking about buying some apes and to my surprise they yes. I think shoulder height with arms straight out level will give you really good control & comfort.
I just installed Carlini 12" x 1-1/2" bars with 1-1/2" risers and I love them. 12" don't sound like much but they measure 14-1/2" from the top of the triple tree to the top of the bars. Like some have said hold your arms out and have someone measure when you feel comfortable.
