Picked up some Mother's Mag & Aluminum Polish at Wal-Mart. Worked great and took off the marks on tmy pipes. Also, was able to really shine up the polished aluminum parts on my Sporty.

Have the same problem with the 02 Dyna I just got. Boots melt on the pipes both at the mid controls and highway pegs! Will start with the Mother's since I have some.

I have the same issue and am about to try one of those "magic erasers." They are a non-abrasive cleaning "sponge" that my wife SWEARS are up to the task.
This will scratch the chrome ... seen it happen.

Get it hot and use WD-40 and it will come off after a few tries. Or, just let it cook and before you know it, it will be gone all by itself. Bug and Tar is pretty much the same deal. Whatever you do, use a soft cloth, not paper towels or a shop rag. Eazy-Off works too but over-spray is pretty dangerous to various finishes. If you use that, spray it in the cap and dab it on with a q-tip or something similar.

If you feel the need to scrape at all, use a tongue depressor or popsicle stick.
