Does the 2011 Heritage SE compensator
No... the 2011 Heritage came OEM with compensator #40296-06A.
It was one of a series of problematic compensators introduced in 2007 during a compensator "upgrade" by HD. It took several years for the MoCo to get the "upgraded" compensator right. Finally they started putting the prior Screamin' Eagle comp, in the Rushmore bikes in 2014.
The upgraded compensator kit for your bike would be #40100061. It comes with the "scoops" to add onto the outer primary cover for better oiling, but I believe you need to supply the high temp epoxy for the install. It sells for around $400, probably a little cheaper from an online HD parts supplier (Surdyke, New Castle, etc)
The dark horse comp is a great comp for high power applications. There are recent reports that people who tend to lug their engines don't like it, because it can be noisy when lugging... but that is not really a fault of the comp..
The #40100061 comp from HD for your bike is more than competent on OEM and mild to mid power engines. While not trouble free, it is far less problematic than any of the compensators used since the comp "upgrade" in 2007.
FWIW.. I upgraded my '16 Ultra Classic with an S&S 124" crate engine (135HP/151TQ) and was running the OEM HD comp (same one as kit #401000610 with no problems. I switched to a solid engine sprocket for a gear change, not because the comp was giving me issues..
