I bought a new HD StreetBob 114 just 7 months ago (June 2021) and im starting to see the paint come of the forks. Any idea if i can claim this under warranty? or would this be considered ware v tare
Touch it up with some black paint and check over closely for other chip marks that have not peeled the paint yet. A little chip lets corrosion begin underneath and the paint will peel off.
After you address the chips and have it touched up, get some 3M Clear Bra Paint Protection Film and cut to size and install it on the front of your forks, this will limit the paint chips from rocks, etc.
HD will seldom warranty paint with out a fight and even then you lose most often What you show in the picture will not get warrantied. That is normal wear .

Warranty for paint issues including the forks varies by country. My understanding is the Australia warranty would cover the forks. Instead of asking here, look at your warranty or call HD and ask for a warranty claim to be inspected at the nearest dealer.
The claim may be approved if you’re diligent and the dealer that inspects agrees with you.
I had both power lock buttons replaced under warranty and was surprised it was approved since the damages didn’t appear to be natural……
It also looks like some small blisters in a few places. The spokes seem to have a little oxidation on a few of them. If you live or park near the sea it could be the salt spray.
Chances are even if you get past it being normal wear and tear or from road debris hitting it they'll hit you with the all inclusive "environmental" ...meaning tough luck Chuck. I know a guy who's brought 6 new bikes from the same dealer...new bike every 2 years. He bought a 2018 and his paint on the forks was actually just peeling and blistering and he was told to go **** up a rope by HD. He asked the dealer to help him...they told him not **** into the wind while pissing up the rope. He hasn't been back for his next bike. If I were the dealer and a person that brought 6 bikes from me had a problem and this really would have cost them what? A couple hundred dollars to pull the legs ,have them powder coated and put them back on and still had a happy customer...but I guess thats why I'm not in business lol. Save your time and aggravation and just touch them up and have them powder coated when you can.
