Aircraft Paint Remover will get it off if it is paint.
If APR does not get it off, mechanical means are required. I have had success with abrasive wheels and wire brushes on a drill, takes some time but will work. Then maybe a little polish after. Powder coating is tough, but it is not Kevlar, it will come off. Good luck.

The easiest way is in a sandblaster, but what do you want the finish to look like when done?
I have home powdered many such small parts like derby and points covers, so blasting is great for re powder not so much if want shiney
