The year model would help. 2005 Heritage Softail Classic. I tried to upload pics bit get no picture after the upload.
The factory manual does not show getting the tin off.

#20 is ?

I'll check into the progressives while I am in there.

The bolt that allows you to add fork oil
It sits ABOVE the top clamp ( triple tree) you cannot remove the tubes with it in place
and it is UNDER the trim pieces

Yes, I have those off.

I think there is enough space to loosen the pinch bolts without removing all the tin and etc . . . so I can slide the forks out.

I took pics damn things will not up load.

That wrench is for the rear shocks, not the forks.

The Progressive monotube fork kit is awesome though. I highly recommend it.

This is the truth, if you have the funds to do the back as well, the combo will transform your ride. I absolutely love the set-up
