Speedo/tach combo
If I recall correctly once the unit is initially installed the odometer will read 31.1 miles.
The 31.1 miles gives you a test period before it gets married to the bike.
As you ride the bike the odometer will count down from 31.1 miles to 0 miles.
Once it hits 0 miles it will be married to your bike and the odometer will reset to reflect the miles that were on your bike before the installation plus 31.1 miles.
For example you stated your bike has 9800 miles on it.
Based on the 9800 miles once the unit counts down from 31.1 miles to 0 miles it will be married to your bike and the odometer will reset to reflect 9831.1 miles.
Lastly, I have this unit on my Heritage and my Freewheeler and am very happy with it.

07 and down, if it's a new speedometer, you're starting at zero, but the dealer can program the correct mileage. If it's a used speedometer that reads lower mileage than your old one, the dealer can input your higher mileage, but if the used speedometer shows higher mileage, the dealer will not input a lower reading.
I don't know anything about these replacement speedo/tach units but earlier Tcrafty mentioned he's installed them on older bikes and followed some type of procedure to input the correct mileage, so it sounds like it's user programable.
It's been a while so if I don't have it exactly right, I'm sure somebody will be along to correct me.

On edit, Never mind. My first search at Harley said it didnt fit my 07 Heritage. My second search at Harley parts says it is compatible.

I believe around '04, they went to the system where you connected the cable to the new speedo and had to transfer mileage form the old speedo to the new speedo before it would function. You could only do this transfer once.
Then with later bikes the mileage was no longer stored in only in the speedo, but in the speedo and ECM/BCM. They were easy one time, plug & play wiht the mileage being transferred after the 31 mile countdown. But the any later speedo change, and their would be an error on the odometer if the speedo mileage didn't match the ECM/BCM mileage.
I may have messed up the progression years, but there were changes made as the systems changed.
One thing that was the same, up to about 2015ish when I last dealt with changing a speedometer, and I suspect is the same today.... To ensure the integrity of odometer readings, dealers did NOT have the ability to change any mileage in any odometer. If a change was needed to an odometer, part numbers, serial numbers , and the VIN of the bike in question were collected by the dealer. Then the dealer sent the speedometer back to the MoCo. One of the HD factories was the only one who could/would make odometer changes.
