Unhappy 2012 Blackline Starter issue.

Sure, could use some help/guidance.
2012 FXS Softail-Blackline Edition.
When the “Start" button is pressed, only getting 1.86 volts to stater solenoid. Bike does as design,
when the button is pressed, head light goes off but NOTHING. Keep in mind the FXS model does NOT have a starter Relay.
Verified with the local Harly Shop. NO listing for a Starter Relay. If I "Hot Shot" the solenoid with battery
voltage, it operates. Have checked for security issues with FOB's (have 2) no battery in FOB, bike asks for PIN number.
Put in PIN and Nothing. Check Neutral switch and clutch hold outs. Made sure there are NO diag.
Codes with EMC, BCM-Security Y-Axis, Spdo, ABS.
I have run out of ideas. Even the HD Shop is baffled.
Any help will be greatly appreciated.

12V @ input to starter button ?
12V @ output of starter button ?
If yes to both, I`d hand over hand the exit wire till I found a fault or a mystery device

Put your VIN into Harley Service Portal to view the wiring diagram.

Good points. I'll checkout the voltage at the switch.

When you say "Hot shot" the battery, is that from the battery in the bike or another battery

I mean the Solenoid manual push button cover plate. It activates the starter just fine.
