Talk to a shop, see what it would cost to put smaller bars on it.... bars, smaller cables, brake lines and labor.

Then tell the guy the tall handlebars are a deal killer to you... If it would be acceptable to you, tell him you'll buy it, minus the cost it will take to switch to lower bars...

What have you got to lose? If he says "No", then move on and look for another bike...

It's a buyer's market right now, with many good used bikes out there for sale......

I like 13" bars on my '05 Fat Boy.
I changed to a 19" front wheel. but more for aesthetics than any performance/comfort reasons.

 

I do not like the looks of "Ape's" on most all bikes - But that is one fine looking machine Mr. TW !
