My son has a '23 Softail Standard. I'm planning to get him a set of handlebars for Christmas. He lives about 2 hours from me so taking measurements off his bike isn't feasible.
From what I can find online, the clamp size is 1", correct? Some sites say 1.25". Some sites also show the stock bars as 8" and some show 10". Furthermore, I've read that I can go up to 12" without needing longer throttle or clutch cables.
Can anyone confirm this?

I dunno man, I mean it's a nice gesture and all but bars are such a personal feel/like thing. Height, width, heck even wrist angle. What you like, he may not etc. Maybe a gift card/coupon type thing, I owe you 1 pair of bars.

That's a good idea. I went through a couple sets on my previous RG. It's hard to know what you want if you cant sit on a bike with specific bars on it to get the feel. Even if they feel good while sitting on it, they may not while riding.
