It's very possible that the original Vacuum operated petcock diaphragm is shot. I suggest you get the factory service manual and diagnose and repair what sounds like a fuel related issue..

Check the float. I bought a shovel years back and riding it home, it would want to cut out. I'd let off the throttle for a moment and the fuel would catch up, so back on the throttle for another short distance, then repeat. adjusted the float and all was good.
