I have a 07 Fatboy, I want to put on VH br pipes. What else do I have to do after I install the pipes? I was told I have to change air filter and install a fuel pack, is this true?

If your "just" adding the pipes. You can probably get away with just that. Just be sure to check your plugs for a couple of hundred miles to make sure everything is OK.
If you do add a freer breathing intake or AF you WILL have to do something about the air fuel ratio, and that means either have a stage 1 download done by the dealer or get one of the aftermarket (including HD's own SERT) fuel management systems. Or you WILL damage the engine because it will run far too lean on you.

Get the big sucker air cleaner and the Vance and Hines fuel pack and life will be good. The engine will run cooler and the performance is impressive. It's worth the money.

I have an '08 Fatbot with just the dealer download. Bike runs very good. I'm not planning on doing anything else with the motor yet. As Citiriplus said, you could get one of the fuel management systems, which would be cheaper in the long run if you plan to do future mods to the engine. But to get the most out of the V&H BR, get an high flow A/C.

They are by far, the best looking pipes out.
Of course that's just my opinion.

stage 1 is pipes, air filter, and ecm management or upload and stage 2 I believe is when work is done to the engine...
