opinions on the top ten goodies to do or add to my 2008 heritage ? Pipes #1 on list . small budget here please keep that in mind . Serious , would like opinions.

1) The absolute cheapest mod, is a lay down license plate holder for that billboard on the back fender.

I too am on a budget for now. These are some of the small mods that I did and each and every one add to the look of my bike. Just some ideas since you asked. With regard to the finned headbolt bridge, never heard anyone on this forum mention them, but I think they add to the look. The AC cover opens up the engine quite a bit.
Expanding on your mention of doing pipes first; I'd like to add that you should complete the rest of the Stage 1 modifications.
You already mentioned going to synthetic oils at first chance, stage one will additionally cool things off for you. The 96" motors run hotter than previous 88" motors, mostly because of being set so lean. Letting that motor breath and giving it more go-juice really makes a difference.
Pipes, any of the high-flow air cleaners, and a fuel manager will put you there.
I agree with Poor Boy. Do a full Stage 1. If pipes are first on the list, make sure you add a high-flow air cleaner and a fuel management system. Also, depending on the fuel management system you get, you might have to have the bike dyno tuned to dial it in. Doin' this can add up in price pretty quick, but it's definitely worth it, and it will be one of the biggest changes you can do make to your bike regarding appearance, sound, and performance. I'd also take off the reflectors on the forks. It'll clean up the front end a lot, and the best part is that it's free! You could also take off the hub cap on the front wheel. It'll open up the front wheel and add a very nice look. I also agree with Texas Fat Boy about the lay down license plate holder. It's cheap, and really cleans up the rear end. I understand what you mean about being on a budget. I'm on a budget also, that's why I try to save for the parts that I know are going to have the biggest impact on my bike. The little things are nice if you just have to have something right away, but I'd try to save for the things that take you in the direction you're wanting to go the quickest. On my bike, for instance, it was getting the front end powdercoated and changing the bars. The front end, air cleaner, and pipes, and T-maxare the only things I have done, but they completely changed the look of the bike and took me in the direction I'm wantin' to go. You should get a vision for your bike and run with it. Save for the changes that will add the most, and add the little things later. I'd also try to avoid going with covers for everything. Too many chrome covers looks cheap, in my opinion. When possible, go with the actual chrome part. It'll be more expensive, but it'll look better and cleaner. Good luck and have fun! I gotta agree with poorboy as well, did the pipes & stage 1 mods to my bike changed to syn oils, & what a difference it made. Runs like a different bike.
