I don't think I would use a wire wheel on them, that would take all the cad plating off them and they would rust then.
A soft small guage wire wheel isnt going to take off any plating. I use them to show polish carbs and other small cast metal parts with WD-40 or polishing compound. The application works very well with WD-40 and leaves a nice luster.
What does the WD40 do for the oxidation .. just curious. I use Mothers and think it works great. Nice thing about spokes is that you can get a rag in there and rub back and forth with friction.
How about considering using a steamer. Something like the Scunci Steamer. This comes with various attachments from nylon to wire. Obviously I wouldn't use the wire attachment for this application. This may prove to be a chemical free and the least abraisive method.
My spokes where pretty grungy when I bought my bike (used). I used S100 and the cone shaped sprial brush I bought from my stealer. It worked pretty well...not a spray on, rinse off process. I had to work the spokes over with the brush and respray a few times but, they do look nice now.
I'm hoping that the next cleaning wil be a lot easier...
