How many times did you change the story with the Officer that stopped you? Here, you said you got stopped for speed and an expired tag. THEN, you changed it, and said you had a DEALER tag on it. Was it an expired dealer tag? Or did a bud at the shop, knowing your regular plate was expired, loan you the dealer plate, hoping it would pass a quick look, so you could get home?
Either way......you knew, or damn sure SHOULD have known your plates were expired. After all, they expire the same month, Each and Every Year.

In Cal they give you paper plates that have the dealer's name on them. They are not the same as dealer plates and have no expiration and are not evidence of payment of fees.
