A proper custom fuel map should take no less than two to three hours depending on how many other bikes that dealer or installer has built with the same or similar combination as yours, no two bikes will ever tune exactly the same, but in many case when you use the same componets it should be real close. I can only assume all you others out there who are getting low hp rating are only having your 96" upgraded to the 103 by simply getting your cylinders bored out, in which case you hp number are along the lines of what you should expect, but I am the kind of guy who goes all the way, I figure why tear the engine apart several times and up grade in steps, I want the most HP/ Torque I can get for the dollar . For example you spent 2200 for this up grade, you go back & have it tuned in for another 300-500 , when you get tired of that hp rating you'll have your heads replaced so you have to pay the labor to have you heads removedagain & have to have it re tuned. so in reality you will be spending as much as an additional 2500 or more to get the max hp/torque than if you had it all done at once. But hey i know finaciallyit is not always possible , so you should save up & then do it, or you would have been better off to install a good set of cams in your 96" you would have gotton the same or better performance than installing a 103" forless money. In general it should cost approx 100-110 $ per each 1 hp increase , up to approx 100 hp after than the price starts to go up .
One other note when having your fuel injected bike tuned, you should request to have them print out the fuel line, if they have done their job properly it should be nearly flat

I had the same 103 rebuild to my 2008 Night Train and with same tuner and cams. Runs like a champ. However I would say later you will not be happy with the screaming eagle super tuner. You are subject to their tuning when things go wrong. It took a week to complete this rebuild and I have never had very many issues with this dealer. Nobody is perfect. I just wanted to comment on this feed about Mancuso Harley and the 103. They have a sale on this upgrade most times. Well worth the money. However If you want a race bike get a professional 103 built and spend the money.
