If I was you, and you see the bike is fine and you like it, do it.

13k miles is low for a 1997, must look like new!
There's nothing wrong with Evo's, a great and strong motor.
Most people that speak badly of evo's never owned one or they're trying to sell you a twin cam!
I think it's worth a second look.
I've have owned 3 Evo's and still own one of them, 1985 FLT, 1990 FLHS and a 1997 FLSTS.
The one I still own is my1997 FLSTS Heritage Springer softail(1st year), 70k miles and still looks as good as a bike with 3k miles.
Some softail models are worth more than others. $10,000.00 for a heritage springer with 13 k miles is apretty good deal, I'd say. Any extras are a plus as well.I like my evo better thanthe stocktwin cam of my my 2003 Ultra Classic. But to be fair, both are stroked with high-pro parts and pieces now. Alone and with other riders I've done 1000 mile days on both as well asleisure rides down country roads for days on end and many solo and two up cross country rideson both. And, YES,both have broke down on road trips and break downs are a part of life on a long road trip when multiple high mileage road trips are taken year after year.
side note,
in 1985 I sold my 1972 XLCH Sportsterfor $3,500.00, bought it new for $1,500.00
in 1994 I sold my 1990 FLHS EG Sport for $17,500.00, bought it new for $9,700.00
in 1997 I sold my 1985 FLT EG Tour for $10,000.00, bought it new for $6,700.00
I'm toying with the though of selling my 1997 Heritage Springer and to be fair, this is the first HD that I won't get all my money back on. But, since I'm $13,100.00 ahead because of the profit on my bike sales, I could sell my Heritage Springer for $6,000.00 and break even on cash and would have ridden for 36 years forFREE! Or, anything over $6,000.00 I get for my HS is profit again. So I haven't lost a dime and have rode a lot of Harley miles in the mean time. Gotta love that!!
But, Yes, because of the currant bike salesmarket.
If you can afford a new HD, maybe that's the way to go. Sales are down ans so are prices. Intrest on loans are low especially on New bikes. Used bike loans have higher intrest and the terms are shorter as well.
good luck with your decision
