I would not suggest using paint over chrome, you will have adhesion problems. Powder coating is the only way to go, IMHO. And not just because I happen to powder coat. I also do alot of painting. Powder is way stronger than normal paint. If you were to get paint to stick to chrome, it would be all over once you got a small chip in it.
A headlight housing would not cost much to powder coat anyway. I would charge $30 to coat it Mirror Black. I also have a very sweet Translucent Black that I just coated my Billet Headlight shell with, and it is very sweet. It is like a black chrome, cost for that color would be $50 (it is very touchy to cure).
