I had "progressive" rear suspension fitted to my 07 softail custom to bring the bobtail down a couple of inches..looked great..but now i am putting on a Heartland rear fender.
I put the fender on last night to see if it fitted before i got it painted and was disapointed to see that it needs to come down another couple inches.
Question..do i need to buy a new kit or can it be tweeked somehow to bring it down and if so is it something i can do.

Are you able to lower the fender any? You will eventually run out of suspension travel should you keep lowering it (roughly 3" of travel). It sounds like an air ride is in order for you. You can dump the air when parked for the desired look and raise it back up to a comfortable ride height.
