I had the same problem and believe it is moisture/humidity that settles in and when dried up will slowly start to haze the reflectors. I cleaned my lenses with rubbing alcohol and large q-tips, from a medical supply. They are about 10" long with a large cotton swab and can be bent to reach into and swab the entire lens reflector. Difference is night and day!! It is a tight fit, be patient and you will eliminate your haze!!!
Is it normal to have a little hazing at the top of the lense on my passing lights? The bike is a 2008! It appears to be on the inside.??
Strange guys...mine are sealed beam lights. They're air tight....no hazing here. One's been replaced...(2000 FLSTC) from (I think) tractor supply. the other was from the dealer..says Harley on it (I bought the bike used) but they are sealed...no moisture inside.

My 07 Heritage doesn't have sealed beams. I had a bulb burn out a few weeks ago and replaced it for about $10. Unscrewed lens and pulled bulb from back. Even the harley manual tells what bulbs to use. Maybe someone replaced yours with other lights?
all the earlier models were oem sealed beam (passing and headlight). most, like myself have upgraded to the halogen set-up. same as the late models, since it is better lighting. lots easier to carry spare bulbs as well. steve

my 07 low beam burned out, Harley does have a number, but its a H4 bulb that is not special to Harley's only.
Closest HD shop is 50 miles away, so I calles our local sports bike dealer 2 miles away and they had same bulb, about 900 miles and its still fine..oh! its 1/3 less than HD's
the lens is also fogging over a little but I didn't try to clean it.. the passing lens seem to be a little also but haven't touched them..
