It's not jsut Harley's with the dogs. I ahve had dogs chase me on all kinds of bikes. Never have made contact with the dog thank god. Wait till they are close and gun it if possible.
I live in a heavily wooded area and there are two dogs that must hide and wait for me to come home so they can run out of the trees and attack the bike. Startled me for for the first couple of times so now I watch for them, and about the time I figure they gave up a few days later, here they come again. I just slow down and then speed up when they get close and leave them in the dust. Stupid dogs let them get their own Harley.

If I had a recurring issue with loose dogs chasing me, I'd approach the owner and express my concerns. If the owner chooses to be obstinate, I'd simply state:
"Then I hope you have adequate insurance to cover my losses due to an accident caused by your animals. You'll need to cover the cost of repairs, hospitalization, missed work, pain and suffering, plus the court costs and lawyer fees from extended litigation."
Make a report with Animal Control, notify local law enforcement of the dangerous situation, then hope the animals do not cause an accident.
my dogs always know when i come into the driveway.....they can tell by the great vtwin sound but i noticed when i got my new exhaust they didnt catch on right away that tells you how truely smart dogs are and i have a golden retriever"(smart one) and a bulldog(smart as a box of rocks)
Thanks everyone, at least I am not the only one lol. I really don't know about insurance in case something happen. Would that be the dog's owner fault? I don't really know, of course there is a difference if a kid stands in front of my bike. Goodnite guys
