Quick question
Rough it up with some scotchbrite... use a good primer...several light coats... and then paint away... lots of light coats... and you should be good to go.... and then if you don't like it... you can always go have it powder coated....

No big deal, you can reverse the brackets, mount them low and use the play in the light mounts themselves to bring the lamp up. Only out of line about 1/2 of an inch. I actually like them better that way.
I mounted mine in chrome anticipating painting or powder coating, but I found I liked the chrome
