Default Remove front fender?

Do I need to remove the front wheel to remove the front fender on a Rocker?

I didn't have to take my wheel off when i removed my front fender

Just stick a wrench in there. Take the wheel off for a new tire. That's about it.

The 08 Sevice Manual states: (abbreviated)
1. Remove front wheel.
2. Remove fasteners that hold fender in place and remove fender.

So, I suppose if you could find a wrench that would fit without removing the wheel than knock yourself out. I do find that stock harley bolts are pretty soft, so be careful.
