Sorry had the same problem so decided to reloacte lights and go with Boss Bag 42's. I have V&H Longshots and the stock HD Fat Boy Bags leave too much of a opening the boss bags are great the fill up rear of big nicly and bad thing is requrie relocation kit. I am waiting now for the kit to come in from J&P then I will hang bags and post a pic. Boss Bags are solid and well worth the price.
Since you have low pipes, you could consider the bags that are made of the Springer Classic. That is what I decided to do with my Deluxe. They have more of a retro look. More like bags than hard cases. They are larger than what you have, but not as large as the Boss 42's. But they are really well made, have quite a bit of room in them and are not as expensive. You have to like the look, though. That is a personal decision.
Take a look at the WindVest thread. My 04' FatBoy has some pretty large bags. No relocating the signals or after market exhaust problems either. https://www.hdforums.com/m_464690/tm.htm
Looking for bigger bags - without relocating the tail lights...
Any tips????

I've got these Willie & Max bags on mine without relocating the lights, and they look much bigger than the ones in your pic...and if I had your low-slung exhaust I could go way bigger, especially with a slant-style like TexasFatboy has on his.
Hey Ringo Fonebone & TexasFatboy.
Very cool! Just what I'm looking for. Can you tell me where you got your bags along with a prt number please?
Thanks a lot.

Keep in mind that I removed the yoke from my saddlebags and bolted them on, as I had trouble getting them to hang right with the sissy bar on....but here's the info:
