Default new fender and seat help

Hey guys. Im hanging a ness taildragger fender on my 95 softail custom (you can see a couple of pictures of it in my profile). The bike is already lowered slightly. Im wanting to mount the new fender lower than the original fender was mounted to create a real slammed look without sacrificing more of the travel in the suspension. This means that I wll have to have someone fabricate shorter struts. The stock length type stick out past the fender toward the back of the bike when the fender is in the position I want it in. Also, the curve in the fender as it sweeps over the tire is lower. This means my mustang seat curve is incorrect. The seat hovers to high over the fender instead of setting on top of the fender as it should. Im probably going to have to make a solo seat pan and then apholster it. Does anyone have any experience hagging a taildragger fender? Has anyone ever made their own seat pan? Any pointers on this? Thanks in advance.
