We have "Sunpass" here in Florida. It's a brick about 3 X 5 inches. I have a fork bag on my FXSTC. I stick it in vertically in the bag so part of it sticks out, usually have my detachable windshield on...it works well. No tickets no nasty grams from the Sunpass people, no pictures. Works every time.

I have an EZ-pass and at first I just duct taped it to my handlebars, and then my crash bars. Both worked fine but it was too easy for someone to steal. Now I've taped a lanyard around it and wear it around my neck when I ride. It works perfect and just put it in my jacket pocket when not riding.

This is how it works here in California too. No need to carry it with you. However...the light does go off when you run the toll and if a cop is waiting at the toll booth, he can pull you over. Then you've got to explain it to him and hope he's not picky about any other issues.
