I say it is in the tire .Needs to be balanced .

It could be all three - cupping, under-inflated, & out of balance. You may keep the tires at the proper psi, but you said you bought it used which means you couldn't know how diligent the former owner was in this. I'd replace the tire.

I had the same trouble with my bike all last summer. I went round and round with tire balancing even went to dyna beads. None of this helped. Took it back to the dealer and they adjusted the head bearings and guess what it's gone.

If I can remember by spring I'll let you know the end result. I'm a bit concerend now due to the fact that the HD dealer said they tightened the steering head bearings at my first complaint. I hope they check fall away at that time. I would be concerend about over tightened bearings might mask issue and premature wear of bearings. I made an assumption about something like the pinch bolts for the front end as a standard torque check during 10,000 mile maintenance. I'm still hoping for the out of balance tire. If my memory serves me right, which it rarely does, the issue seemed to arrive around the same time as the new front tire.

last spring a thread going around stated to check Ur spokes.
I did and had around 20 or so that was just a little loose.
And I had just had the 15 k service done... so much for that being done by the wrench..
I used a 4in adjustable wrench to snug them back up till the tinged the same at the others..

My bike just had it's 1000 mile service,mine also has the same wobble between 40-45 mph. after they put grease in the neck bearings some of the wobble went away.He said if that did not fix the problem he would rebalance the front tire.
