I would find a new dealer...shouldn't take that many tries to make it right. Any dealer would have just changed the bearings the first time, but the second time everything should have been checked till the problem was found...no excuses.
The spacer between the bearings is too short
the wheel is machined wrong (bores not parallel)
the dealer has a lot of bad bearings (not likely)
they are being installed incorrectly (very likely)

i would say the spacing between the bearings...that tolerance is very little ....little to much and ya wobble little less and you burn up or seize bearings........

the dealer say also that it should not fail that often. I am going to call Harley in the morning as the bearing was replaced 2 times under the warranty and if there is another cause then i will try to get Harley to fix what should have been done the second time. the seals dont seem to leak but there is a grind sound and feel when i spun the tire on the lift.
i contacted Harley today and they gave me a case number for the dealer to give them a call as it was changed 2 times under warranty and this was last done 10,000 miles ago. I also talked to a 30 year mechanic and he said the internal spacer between the 2 bearings must not be correct spacing. too long and will push inner race out and too short will make the pushed together. if the spacers are correct then the wheel bering cup must be off. he said it can be fixed by shimming or shortening the spacer or replacing the wheel. the dealer says they have not heard back from Harley so they dont know how to proceed.
dealer heard from harley and they said they are ordering the spacer and bearings and will compare to the one that is in it. if they are the same then it is the wheel that is not cut correctly. good news if they try to fix 3 times and it is still bad lemon law here will get me a new bike. I am sure it will get done right this time. I dont think it is the mechanic as 2 different ones have done it. Will let you know what they find.
