Stainless Splash Guard
What's the 1/2" cutout for on the brake side?
I ended up buying one from BKRider...but i realize I could have just as easily cut one to specifically fit my bike.
I don't get why the splash guards don't go past the top of the swingarm. Mine doesn't, at least.

Sorry my friend...I mean no offense by this, but...I'm not here to do your research for you
BUT...since I'm a nice guy:
Here is the bracket you want, or at least something LIKE it.
It's hard to find **** on ebay sometimes because people word things stupidly.
Here are some from J&P
Scroll down and you'll see the right ones. I like to cut off all the hangy stuff and just drill two holes for the plate and frame (if you use one)
A search for "taillight bracket" brought me several results.

The 1/2" cutout is for the rear brake line.
Not quite, but you have to have enough room for the swingarm and fender extension to move without pinching, cutting or damaging the brake line.
