The print you have probably isn't showing it but the #16 item will be in both down tubes and in one there is hole in bottom of the down tube where the axel goes and you thru the hole and up to the bolt. But its the same bolt as #16 and same brass washer. Make sure that the brass washer is there and make sure you have the right metric bolt and put some teflon tape or liquid teflon on it and put it back in you should be alright.

Ok I will try out the teflon.... It is such a slow leak but over time he will have an issue! I did not notice a brass washer on either side of his...can not recall if they were on my bike either. I did pick up the right metric screw but the teflon I am sure will fix it.
^ Plus one on the washer sticking to the lowers if one of them didn't come off I wouldn't have noticed them. Good luck the only thing that sucks it that you gotta dump the fork oil and it's always messy...
